Allereerst
wil ik iedereen een gelukkig en Coronavrij 2022 wensen, al is dat
laatste jammerlijk genoeg nu al onmogelijk en ondanks de milde
variatie van het virus (omikron) ziet het er niet naar uit dat de
lockdown voortijdig zal worden opgeheven, sterker nog: 'als het
even meezit' krijgen we later zelfs een vaccinatieplicht, de ultieme
schending van de grondwet (artikel 11) en van mensen-
en kinderrechten...... Verder hoop ik dat de oorlogsgekke VS zich eindelijk eens helemaal terugtrekt in het eigen (gestolen) land, al is dat een wens die lullig genoeg zo onmogelijk is als het feit dat pasen en pinksteren nooit op dezelfde dag zullen vallen en te vrezen is dat de VS zal doorgaan met haar onverantwoorde en uiterst gevaarlijke spel tegen China en Rusland...... Iets wat de reguliere westerse media aan de vieze neoliberale reet zal roesten en die er daarom amper of helemaal geen aandacht aan besteden, nee daarvoor moet je op de sociale media zijn, waar de alternatieve media uit en te na waarschuwen voor oorlog daar deze zal uitlopen op een Derde Wereldoorlog (WOIII) gevoerd met kernwapens, daarvoor waarschuwen die media met feiten, alleen daarom al wordt er steeds meer gecensureerd op de sociale media en te vrezen is dat dit ook dit jaar weer een grotere vlucht zal nemen..... (niet in de laatste plaats ook daar de reguliere media al jaren roepen om censuur op die media.....)
Gezien het voorgaande dan ook aandacht voor warbots (oorlogsrobots), die al een paar decennia af en aan onderwerp van discussie zijn en waarvoor een groot aantal wetenschappers waarschuwt. niet vreemd als je nagaat dat men robots ontwikkelt die voorzien zijn van kunstmatige intelligentie, gebouwd om mensen autonoom, dus zonder inmenging van de eigenaar, in grote getale te vermoorden...... De VN is het orgaan om tot een internationaal verbod van deze robots te komen, echter de VN faalt keer op keer om een dergelijk verbod in te stellen, niet vreemd als je bedenkt dat autoritaire geleide staten, waaronder je in deze zeker ook de VS moet rekenen, weigeren om tot een dergelijk verbod te komen....
Eens in de 5 jaar houdt de VN een conferentie over autonome en andere wapens die men niet zou moeten gebruiken tijdens oorlogsvoering en ondanks dat er in 1997 een verbod kwam op landmijnen (al hebben slechts 122 landen dat verdrag getekend en vandaar ook dat ze nog steeds worden gebruikt), een verbod op boobytraps en op 'brandstichtende wapens', zoals witte fosfor en napalm. Wapens die echter nog steeds worden gebruikt (ook door Israël tegen de Palestijnen, terwijl dat verdrukte volk een vijand is voor Israël, die zich bij wijze van spreken met pijl en boog moet verdedigen tegen haar bijna modernste oorlogsmachine ter wereld [ >> Israël]....).... Wapens die zelfs worden gemaakt en geëxporteerd door landen die het verdrag wel hebben getekend.......
Niet vreemd ook dat de VS tegen een verbod is op autonoom opererende wapens als warbots, daar de wapenindustrie opgeteld de grootste industrie van het land is en je weet het waarschijnlijk wel: niet de president en diens administratie zijn de werkelijke machthebbers in dat land, maar de grote bedrijven, de financiële wereld van de VS en de superrijken, zij hebben de ene na de andere administratie in hun zak, waarbij het grote aantal geheime diensten van de VS de boel in het gareel houdt, uiteraard gesteund door een zwaar gemilitariseerde politiemacht...... De VS alleen heeft vanaf 2016 tot 2020 maar liefst 18 miljard dollar in de ontwikkeling van die autonoom werkende robotwapens gestoken.....
De eerste doden door dergelijke autonoom opererende warbots zouden in Libië zijn gevallen, daarbij werden autonoom werkende drones van Turkse makelij gebruikt.......
Een ander groot gevaar van dit soort wapens is dat ze kunnen blijven werken zelfs als er 'tactische wapens' worden gebruikt (wapens voor gebruik op het slagveld of in steden waar men opstandelingen of het reguliere leger van een land moeilijk of niet kan bestrijden) zoals chemische, biologische, radiologische en nucleaire wapens.....*
Tel bij het voorgaande op dat de VS al onder 'Nobelprijs voor de Vrede winnaar' president en oorlogsmisdadiger Obama, heeft laten weten dat de VS zich het recht voorbehoudt om kernwapens in te zetten bij een aanval, of een preventieve oorlog tegen een land...... Voorheen was het kernwapen een afschrikkingswapen, ofwel een wapen dat pas als vergelding zou worden ingezet mocht de VS worden aangevallen met dergelijke wapens...... De VS liet destijds weten dat ook een hack tegen de infrastructuur van de VS door een vijandige staat genoeg zou kunnen zijn om toe te slaan met kernwapens.....
Nadat de VS deze stap zette heeft hare kwaadaardigheid May, destijds premier van Groot-Brittannië, hetzelfde laten weten, zonder dat dit tot werkelijke ophef leidde in de reguliere westerse (massa-) media en bij politici in andere westerse landen, echter toen Rusland een paar maanden later hetzelfde liet weten, waar je kan stellen dat Rusland in feite niet anders kon, waren de hypocriete rapen gaar in diezelfde westerse media en politiek.......
Deze stap van de VS, GB en Rusland heeft er al voor gezorgd dat de situatie nu vergeleken met bijvoorbeeld de jaren 80 van de vorige eeuw, toen men hier kruisraketten wilde plaatsen, een heel stuk instabieler en daarmee veel gevaarlijker is, terwijl destijds miljoenen mensen in westerse landen de straat opgingen tegen die kruisraketten, is het nu oorverdovend stil, waar de reden om nu de straat op te gaan tegen kernwapens en de verandering van beleid voor gebruik van die wapens, een veel grotere noodzaak is..... Ook dit is te danken aan de reguliere westerse media die nu in handen zijn van spuugrijke figuren (oligarchen) die er alle baat bij hebben dat de wapenfabrieken (in de breedste zin van het woord) overuren draaien en daarmee hun belangen behartigen daar ze grote aandelenportefeuilles bezitten in die wapenindustrie.....
Dat laatste geldt overigens ook voor oliemaatschappijen en de grote farmaceuten, waar je je bij het berichten over de Coronacrisis moet afvragen waarom die media nooit met werkelijke kritiek komen bijvoorbeeld over 'het nut' van maatregelen of zich afvragen waarom de grote farmaceuten van de landen waar hun vaccin wordt verspreid eisen dat ze niet vervolgd mogen worden voor ernstige bijwerkingen op de korte, de middellange en lange termijn....... Alsof men een auto zou kopen waarbij je eerst moet tekenen de maker niet te vervolgen voor ernstige gebreken die tot een dodelijk ongeval kunnen leiden..... Hetzelfde geldt voor de 'boostercampagne', deze is geheel ingegeven door de lobby van de farmaceuten en van universiteiten die samenwerken met farmaceuten..... Niet voor niets dat deze farmaceuten zich helemaal scheel verdienen aan de vaccins en daarbij de aandeelhouders van vette dividenden kunnen voorzien....
James Dowes, de schrijver van het hieronder opgenomen Common Dreams artikel, gaat nog in op de wetten die zijn opgesteld voor oorlogsvoering, moet zeggen dat ik het geloof daarin al lang en breed achter me heb gelaten, zeker daar alleen bepaalde landen en bestuurders worden aangepakt..... Neem Milosevic die Dowes aanhaalt: deze man werd onterecht veroordeeld en dat voor zaken die vergeleken met de vreselijke oorlogsmisdaden van de VS en haar NAVO partners nog niet in de schaduw kunnen staan (en dan heb ik het niet over Srebrenica, waarvoor Milosevic overigens niet verantwoordelijk was), echter de kans dat de VS of andere NAVO-lidstaten zich zullen moeten verantwoorden voor het Internationaal Strafhof is nog minder groot dan dat pasen, pinksteren en kerst op één dag zullen vallen....
Voorts best een verhelderend artikel van Dowes. Daaronder heb ik nog een artikel opgenomen over 'wardogs', autonome robots die van wapens zijn voorzien. dat is tevens een petitie die wij niet kunnen tekenen (maar heb je familie of vrienden in de VS >> geeft het ajb door!!). Humanity's Final Arms Race: UN Fails to Agree on 'Killer Robot' Ban
Autonomous weapon systems—commonly known as killer robots—may have killed human beings for the first time ever last year, according to a recent United Nations Security Council report on the Libyan civil war. History could well identify this as the starting point of the next major arms race, one that has the potential to be humanity's final one.
The United Nations Convention on Certain Conventional Weapons debated the question of banning autonomous weapons at its once-every-five-years review meeting in Geneva Dec. 13-17, 2021, but didn't reach consensus on a ban. Established in 1983, the convention has been updated regularly to restrict some of the world's cruelest conventional weapons, including land mines, booby traps and incendiary weapons.
Autonomous weapon systems are robots with lethal weapons that can operate independently, selecting and attacking targets without a human weighing in on those decisions. Militaries around the world are investing heavily in autonomous weapons research and development. The U.S. alone budgeted US$18 billion for autonomous weapons between 2016 and 2020.
Meanwhile, human rights and humanitarian organizations are racing to establish regulations and prohibitions on such weapons development. Without such checks, foreign policy experts warn that disruptive autonomous weapons technologies will dangerously destabilize current nuclear strategies, both because they could radically change perceptions of strategic dominance, increasing the risk of preemptive attacks, and because they could be combined with chemical, biological, radiological and nuclear weapons themselves.
As a specialist in human rights with a focus on the weaponization of artificial intelligence, I find that autonomous weapons make the unsteady balances and fragmented safeguards of the nuclear world—for example, the U.S. president's minimally constrained authority to launch a strike—more unsteady and more fragmented. Given the pace of research and development in autonomous weapons, the U.N. meeting might have been the last chance to head off an arms race.
Lethal errors and black boxes
I see four primary dangers with autonomous weapons. The first is the problem of misidentification. When selecting a target, will autonomous weapons be able to distinguish between hostile soldiers and 12-year-olds playing with toy guns? Between civilians fleeing a conflict site and insurgents making a tactical retreat?
The problem here is not that machines will make such errors and humans won't. It's that the difference between human error and algorithmic error is like the difference between mailing a letter and tweeting. The scale, scope and speed of killer robot systems—ruled by one targeting algorithm, deployed across an entire continent—could make misidentifications by individual humans like a recent U.S. drone strike in Afghanistan seem like mere rounding errors by comparison.
Autonomous weapons expert Paul Scharre uses the metaphor of the runaway gun to explain the difference. A runaway gun is a defective machine gun that continues to fire after a trigger is released. The gun continues to fire until ammunition is depleted because, so to speak, the gun does not know it is making an error. Runaway guns are extremely dangerous, but fortunately they have human operators who can break the ammunition link or try to point the weapon in a safe direction. Autonomous weapons, by definition, have no such safeguard.
Importantly, weaponized AI need not even be defective to produce the runaway gun effect. As multiple studies on algorithmic errors across industries have shown, the very best algorithms—operating as designed—can generate internally correct outcomes that nonetheless spread terrible errors rapidly across populations.
For example, a neural net designed for use in Pittsburgh hospitals identified asthma as a risk-reducer in pneumonia cases; image recognition software used by Google identified Black people as gorillas; and a machine-learning tool used by Amazon to rank job candidates systematically assigned negative scores to women.
The problem is not just that when AI systems err, they err in bulk. It is that when they err, their makers often don't know why they did and, therefore, how to correct them. The black box problem of AI makes it almost impossible to imagine morally responsible development of autonomous weapons systems.
The proliferation problems
The next two dangers are the problems of low-end and high-end proliferation. Let's start with the low end. The militaries developing autonomous weapons now are proceeding on the assumption that they will be able to contain and control the use of autonomous weapons. But if the history of weapons technology has taught the world anything, it's this: Weapons spread.
Market pressures could result in the creation and widespread sale of what can be thought of as the autonomous weapon equivalent of the Kalashnikov assault rifle: killer robots that are cheap, effective and almost impossible to contain as they circulate around the globe. "Kalashnikov" autonomous weapons could get into the hands of people outside of government control, including international and domestic terrorists.

High-end proliferation is just as bad, however. Nations could compete to develop increasingly devastating versions of autonomous weapons, including ones capable of mounting chemical, biological, radiological and nuclear arms. The moral dangers of escalating weapon lethality would be amplified by escalating weapon use.
High-end autonomous weapons are likely to lead to more frequent wars because they will decrease two of the primary forces that have historically prevented and shortened wars: concern for civilians abroad and concern for one's own soldiers. The weapons are likely to be equipped with expensive ethical governors designed to minimize collateral damage, using what U.N. Special Rapporteur Agnes Callamard has called the "myth of a surgical strike" to quell moral protests. Autonomous weapons will also reduce both the need for and risk to one's own soldiers, dramatically altering the cost-benefit analysis that nations undergo while launching and maintaining wars.
Asymmetric wars—that is, wars waged on the soil of nations that lack competing technology—are likely to become more common. Think about the global instability caused by Soviet and U.S. military interventions during the Cold War, from the first proxy war to the blowback experienced around the world today. Multiply that by every country currently aiming for high-end autonomous weapons.
Undermining the laws of war
Finally, autonomous weapons will undermine humanity's final stopgap against war crimes and atrocities: the international laws of war. These laws, codified in treaties reaching as far back as the 1864 Geneva Convention, are the international thin blue line separating war with honor from massacre. They are premised on the idea that people can be held accountable for their actions even during wartime, that the right to kill other soldiers during combat does not give the right to murder civilians. A prominent example of someone held to account is Slobodan Milosevic, former president of the Federal Republic of Yugoslavia, who was indicted on charges of crimes against humanity and war crimes by the U.N.'s International Criminal Tribunal for the Former Yugoslavia.
But how can autonomous weapons be held accountable? Who is to blame for a robot that commits war crimes? Who would be put on trial? The weapon? The soldier? The soldier's commanders? The corporation that made the weapon? Nongovernmental organizations and experts in international law worry that autonomous weapons will lead to a serious accountability gap.
To hold a soldier criminally responsible for deploying an autonomous weapon that commits war crimes, prosecutors would need to prove both actus reus and mens rea, Latin terms describing a guilty act and a guilty mind. This would be difficult as a matter of law, and possibly unjust as a matter of morality, given that autonomous weapons are inherently unpredictable. I believe the distance separating the soldier from the independent decisions made by autonomous weapons in rapidly evolving environments is simply too great.
The legal and moral challenge is not made easier by shifting the blame up the chain of command or back to the site of production. In a world without regulations that mandate meaningful human control of autonomous weapons, there will be war crimes with no war criminals to hold accountable. The structure of the laws of war, along with their deterrent value, will be significantly weakened.
A new global arms race
Imagine a world in which militaries, insurgent groups and international and domestic terrorists can deploy theoretically unlimited lethal force at theoretically zero risk at times and places of their choosing, with no resulting legal accountability. It is a world where the sort of unavoidable algorithmic errors that plague even tech giants like Amazon and Google can now lead to the elimination of whole cities.
In my view, the world should not repeat the catastrophic mistakes of the nuclear arms race. It should not sleepwalk into dystopia.

Alsof oorlogen al niet dodelijk genoeg zijn, heeft een wapenfabrikant uit de VS robothonden uitgerust met vuurwapens, om het nog erger te maken is men tegelijkertijd doende om bestaande bewapende robots te voorzien van kunstmatige intelligentie zodat ze autonoom kunnen beslissen om mensen te vermoorden.....
Als deze stap is volbracht, dus robots die zonder menselijke controle een militaire operatie kunnen uitvoeren, krijgen we te maken met machines die ons niet als mens zien, maar als doelwit, of als object dat verdedigd dient te worden..... Al laat de huidige oorlogsvoering al zien dat het laatste zeer onwaarschijnlijk is, daar men met het grootste gemak grote groepen burgers uitschakelt die nergens schuldig aan zijn en dan later stelt dat dit nu eenmaal onvermijdelijk is in een oorlog, je weet wel de heel smerige Engelse term: 'collateral damage' (bijkomende schade)........
Zo heeft de VS met de nu nog door mensen bestuurde drones al vele duizenden mensen vermoord, waarbij meer dan 90% van de slachtoffers burgers waren die niet eens werden verdacht...... Of men stelt doodleuk dat er sprake
was van een vergissing, wat ook gebeurde toen de VS een Afghaans ziekenhuis van
Artsen zonder Grenzen (MSF) meer dan een uur lang onder vuur nam en
iedereen die probeerde te vluchten neerschoot, terwijl de top van dat ziekenhuis het VS commandocentrum meermaals heeft gesmeekt te stoppen met die aanval.....De VS maakte zich daarbij voor de zoveelste keer schuldig aan een ernnstige oorlogsmisdaad en een misdaad tegen de menselijkheid!! (kortom grootschalige terreur!!)
Robotisering
van oorlog is de garantie op grote aantallen barbaarse oorlogsmisdaden,
zoveel is zeker!!! (de films die zijn gemaakt over robotmilitairen laten
een werkelijkheid zien waar geen mens ooit in terecht wil komen, zelfs
de makers van deze gewapende robots niet, daar ze dondersgoed weten wat
het gevolg is tijdens een oorlog.....) In feite zou men, zoals in mijn eerdere schrijven al besproken, een universeel verbod
moeten uitgevaardigen op het fabriceren van zelfdenkende gewapende
robots en zelfs op het militaire gebruik van drones, daar dit in feite vliegende robots zijn en
ondanks dat ze nu nog worden bediend door mensen, hebben deze robots,
vooral die van het VS terreurleger, zoals gezegd al vele duizenden doden gemaakt,
waarbij meer dan 90% van de slachtoffers niet eens werd verdacht (en het
zonder proces vermoorden van verdachten wordt internationaal terecht
als een enorme misdaad gezien; belachelijk genoeg ziet men dit niet in de rest van het
westen als de VS de dader is......)

As if our current weapons of war aren't massively destructive enough, corporations are testing out weaponizing their robotic dogs and discussing potential military contracts for their use.

Machines do not see us as people, making arming them even more dangerous than giving a gun to a human. Luckily, other well-known robotics corporations -- including Boston Dynamics -- have strict policies against the weaponization of the machines they produce. But we can't rely on the benevolence of massively profitable companies, hoping that they will happen to do the right thing. The government must act before this equipment is developed en masse.
