Turkije's oorlog tegen de Koerden in Syrië: media hebben niets geleerd en gaan door op de oude voet

Darius Shahtahmasebi heeft op The Mind Unleashed een artikel over de Turkse illegale oorlog tegen de Koerden geschreven, waarin hij o.a. stelt dat de reguliere (massa-) media deze oorlog verslaan als onderdeel van de oorlog tegen de regering Assad.....

Zo moeten we volgens die media geven om de mensenrechten van de Koerden, waar Shahtahmasebi, die het in deze heeft over de media in de VS, stelt dat 'we' niet alleen over deze mensenrechten moeten nadenken, maar ook moeten kijken wat Trump eerder flikte in Mosul (Irak) en Raqqa (Syrië): niet luisteren naar de oproep van de VN deze steden niet aan te vallen daar het aantal doden dan gigantisch groot zou zijn en de stad Mosul voor zo'n 80% vernietigde, volgens Shahtahmasebi kwamen daarbij rond de 11.000 mensen om, waarna hij zegt dat dit een conservatieve schatting is, en dat is het beste bezoeker, het zou over dik meer dan 30.000 mensen gaan..... Irak heeft na de 'overwinning' grote delen van de stad gebulldozerd, zonder eerst de doden onder het puin vandaan te halen, ofwel het waarschijnlijk grootste deel van de slachtoffers werd niet eens geteld.....

Moet je nagaan: de VS, ofwel de Trump administratie liet de strijders van IS (ISIS) onder begeleiding vertrekken naar Syrië, om daar tegen Assad te vechten en terreur op de Syrische bevolking uit te oefenen, deze IS terroristen mochten van het VS terreurleger wapens, munitie en rollend oorlogstuig meenemen.......  Deze zet werd na de vernietiging door de VS van Raqqa nog eens herhaald, grote aantallen IS terroristen kregen een vrijgeleide naar een gebied dat hoofdzakelijk door de VS werd gecontroleerd.......

We moeten ons volgens die media in de VS richten op het schenden van de internationale regels, terwijl ze blind zijn voor de enorme schending van internationale regels door de VS en dat over een fiks deel van de wereld, neem de illegale oorlogen van terreurentiteit VS tegen Afghanistan, Irak, Libië, Somalië en Jemen..... (en Syrië natuurlijk) Of wat dacht je van het opzetten van opstanden, staatsgrepen, het steken van verkiezingen elders en de massamoord middels drones (niet veroordeelde verdachten vermoorden, waarbij meer dan 90% van de slachtoffers niet eens werd verdacht...) Verder moeten we ons wat betreft die media vooral niet afvragen waarom de VS in de eerste plats Syrisch grondgebied bezet....

Zoals gezegd: ook Raqqa werd voor het grootste deel vernietigd door de VS en weer mochten IS strijders vertrekken met wapens enz...... Hier begaat Shahtahmasebi een kleine denkfout daar hij stelt dat de reguliere media in de VS dit niet hebben gemeld, echter volgens mij is dat wel zo, overal werden de beelden vertoond van de psychopathische IS moordenaars die in grote colonne's afreisden, met 'zwaaiende IS vlaggen.....' Het werd zelfs als een logische stap gebracht daar dit onderdeel van een overeenkomst zou zijn om zo verder bloedvergieten te voorkomen..... Echter de werkelijkheid zag er heel anders uit, immers het grootste deel van de aanwezige bevolking in Mosul en Raqqa kwam om het leven door de bombardementen van de VS, ofwel onbegrijpelijk waarom dat geteisem alsnog mocht vertrekken.....

Shahtahmasebi stelt dan ook dat één opzet van de Turkse inval (één van de ergste oorlogsmisdaden..) zou kunnen zijn, de IS strijders te bevrijden die de Koerden gevangenhouden, de eerste grote groep IS psychopaten zou al gevlucht zijn, inclusief de bedenker van de aanslagen in Parijs (Bataclan enz.)..... Dit zou de VS overigens ook goed uitkomen, daar de VS meermaals smerige zaken heeft gedaan met IS, zoals de levering van wapens, munitie (inclusief schouderraketten) en rollend oorlogstuig, zelfs het vervoeren van terroristen vanuit Libië naar Irak werd mede door de VS gedaan, om ze daarna te begeleiden tot over de grens met Syrië.....

Shahtahmasebi stelde dat Turkije IS alleen hielp met het oplappen van gewonde strijders (iets dat Israël overigens op de Golanhoogten heeft gedaan...), echter Turkije leverde deze terreurgroep ook meermaals wapens, munitie en ander oorlogstuig, ook nam Turkije olie af van de IS terreurgroep, olie van velden in Irak en Syrië, we hebben allemaal de kilometerslange colonnes van tankwagens kunnen zien op foto en in filmbeelden...... Voorts is het opvallend rustig over het feit dat Turkije samen met terreurgroepen vecht tegen de Koerden....

Waar Shahtahmasebi zeker zijn gelijk haalt is de uiterst hypocriete politiek in de VS die zich wel druk maakt over een telefoontje van Trump en dat als een reden tot impeachment ziet, terwijl de smerige misdaden door de VS gepleegd in (onder andere) Syrië geen ophef geven..... Overigens niet zo vreemd als je nagaat dat de democratische Obama administratie de opstand, die tot de oorlog in Syrië leidde, heeft georganiseerd en geregisseerd..... Ofwel: als de democraten Trump gaan aanvallen over wat er in Syrië en Irak is gebeurd, moeten ze ook naar de Obama administratie wijzen en dan wordt e.e.a. wel behoorlijk ongeloofwaardig......

Volgens Shahtahmasebi moeten we naar de VS kijken dat intussen meer dan 22,5 miljoen doden maakte in de illegale oorlogen tegen Vietnam, Laos, Cambodja, Panama, Nicaragua, Afghanistan, Irak, Libië en ga nog maar een tijdje door....... Ben het uiteraard eens met hem, echter dat wil niet zeggen dat je Turkije haar gang moet laten gaan, dit moorddadige regime moet sinds het begin van de oorlog in Syrië, daar intussen al duizenden doden hebben gemaakt (deze inval staat vooral niet op zichzelf.....)

Overigens zijn Turkse troepen zo ongelofelijk dom geweest om een legerplaats van 'special US forces' te bombarderen.... Daarmee kwam meteen een eind aan alle gelul in de media dat Tump alle militairen heeft weggehaald uit ten eerste het gebied in Noord-Syrië dat Turkije aanvalt, maar ook uit heel Syrië..... Zoals te verwachten was blijven er 'gewoon' troepen van de VS in Syrië, ook in het gebied dat Turkije aanvalt..... Ofwel Trump heeft Erdogan carte blanche gegeven om de Koerden aan te pakken....... Je kan er dan ook donder op zeggen dat Trump een deal heeft gemaakt met Erdogan dat de Russische raketten voor Turkije niet doorgaan, althans het zou me niet verbazen.... Wel laat Trump hiermee zien dat hij een nog smeriger verrader is dan we al dachten, door de Koerden te laten barsten.....

Waarom is er onder de NAVO-lidstaten die zo tegen de Turkse inval in Syrië zijn niet een oproep om deze psychopathisch agressieve NAVO-lidstaat uit het bondgenootschap te zetten??? Simpel omdat ze niet willen dat Turkije eruit gezet wordt en daarvoor is de VS de hoofdverantwoordelijke, immers de VS vindt het gebied dat Turkije beslaat van te groot strategisch belang..... Wel een grote bek opzetten maar geen maatregelen tegen Turkije nemen...... Zelfs al zouden een aantal NAVO-lidstaten besluiten dat er sancties genomen moeten worden tegen Turkije, zal men die op zeker niet zo fanatiek naleven als de sancties die zonder de VN tegen Syrië werden ingesteld......

Intussen heeft Turkije de laatste maanden al een fiks aantal vluchtelingen laten gaan naar de Griekse eilanden, niet voor niets dat Erdogan de EU lidstaten, die commentaar leverden op de inval in Syrië, dreigde de poorten voor de vluchtelingen richting EU open te zetten...... Kortom de voorbereiding tot deze illegale inval is niet van vandaag of gisteren en dat moeten de EU en de VS al lang hebben begrepen, des te lulliger dat men Turkije zo lang haar gang heeft laten gaan en zelfs heeft toegestaan dat Turkije de grens met Syrië overstak, zelfs met special forces van de VS in het gebied.........

The Blunt Truth About Turkey's Attack on US-Backed Kurds in Syria

The media’s framing of this offensive seems to be part and parcel of its overall coverage of the Syrian war since 2011.

(TMU Op-Ed) — Turkey’s offensive into Syria bears all the hallmarks of a potential crime. It is also has the added uncertain elements of a potential regrouping of the remnants of the Islamic State’s caliphate, as thousands of prisoners could end up being freed once key positions are abandoned by Kurdish forces, or overrun by Turkey.

Yet no one seems to be asking if in fact this is one of the covert aims of the offensive, given Turkey has been heavily documented as a key backer of ISIS forces in Syria for years. Sounds absurd, but we are talking about a regime who was caught providing ISIS fighters with medical treatment.

Still, the media’s framing of this offensive seems to be part and parcel of its overall coverage of the Syrian war since 2011. We should care about the human rights of the Kurds when faced with a rapidly advancing Turkish onslaught, but when US president Donald Trump systematically brought about the death of between 9,000 and 11,000 civilians in Mosul, we are supposed to turn a blind eye. (11,000 is still a conservative estimate).

We should care about Turkey violating international law, but should not even question the United States for equally violating international law right across the geopolitical chessboard. We should accuse Donald Trump of abandoning our Kurdish allies by removing its forces from the region, yet we shouldn’t question why or how the US came to occupy sovereign Syrian territory in the first place.

Under the Trump administration, the US military came to occupy close to one third of Syrian territory, including its most oil rich region. In the process of doing so, the US razed 80 per cent of the Syrian city of Raqqa to the ground, with countless civilian deaths. Even during this offensive, both the BBC and Reuters reported that the US made a secret deal with ISIS to allow hundreds (if not thousands) of its top level commanders to escape Raqqa quite safely.

This is easily one of the biggest scandals of Trump’s legacy; yet no one even talks about it. How can it be that the mainstream media is concerned with a potential re-emergence of ISIS, without even discussing these damning reports?

Likewise, how can it be that the only scandal worth considering the impeachment of this violently law-breaking administration be a phone call with the Ukrainian leadership?

For as long as most of us can remember, the US has racked up a monumental civilian death toll in a number of ill-begotten wars across the planet. Whether Vietnam, Korea, Iraq, Afghanistan, Libya, Somalia or Yemen, the US has killed millions of innocent civilians. In this period, civilian deaths have not only been normalized, but they have been accelerating under Trump’s rule, particularly in Syria. It is easy to point the finger at Turkey’s Erdogan, but we could likewise point the finger at Trump for committing massacres left, right and centre.

If the mounting death toll is anything to go by, it does appear that the US did effectively abandon its Kurdish allies after relying on them to help defeat ISIS forces. Ankara’s systemic hatred of the Kurdish independence movement means we cannot be indifferent to the suffering and violence they will be forced to undergo.

But if we are to care about human rights, we need to care about them right across the board, including and especially when it is the US launching offensives and delivering the missiles. Maybe if we did, Turkey and other parties involved in Syria might actually take our humanitarian concerns seriously.

Yemen would be the perfect place to start (which as you will note, fails to receive the headlines that the Turkey-Syria offensive appears to be receiving).

Beste bezoeker, dat was het voor vandaag, morgen meer berichten, maak er als het enigszins mogelijk is een mooie dag van.

Mosul, 18 maanden na 'de bevrijding'

Door recente droogte is Mosul weer onder de aandacht gekomen van de internationale media, daar die droogte ervoor zorgde dat een oude ruïne bloot kwam te liggen van een 3.400 jaar oud paleis.

De aandacht van de reguliere westerse media voor Mosul was tijdens 'de bevrijding' van die stad vooral wat het VS leger en het Iraakse bewind daarover te zeggen hadden. Zo was Hans Jaap Melissen* één van de 'journalisten' die embedded waren bij de VS/Irak coalitie en die verboden werd de stad in te gaan...... Deze zogenaamde oorlogscorrespondenten lepelden braaf op wat hen was voorgekauwd door de propaganda machine van die coalitie......

Met name 'de bevrijding' van West-Mosul heeft een enorm aantal doden gekost en waarbij de historische binnenstad werd vernietigd door bombardementen van de VS...... Diverse mensenrechtenorganisaties en zelfs de VN hebben de VS destijds gesmeekt te stoppen met die bombardementen, daar de bewoners van de oude stad zo hutjemutje op elkaar woonden..... (de VS trok zich daar niets van aan....) Dit was dan ook de oorzaak voor het enorme aantal omgekomen burgers bij die bombardementen.......

Na 'de bevrijding' van Mosul heeft het Iraakse leger niet gepoogd slachtoffers te bergen, nee men koos ervoor de ruïnes te bulldozeren, met de slachtoffers nog onder het puin. Er moeten tienduizenden burgers zijn omgekomen (men houdt het officieel op het ongeloofwaardig aantal van 10.000; zie de links onder het hieronder opgenomen artikel), echter door het bulldozeren van de ruïnes zullen we nooit weten hoeveel slachtoffers terreurentiteit VS heeft gemaakt met haar terreurbombardementen.....

Intussen leven de teruggekeerde inwoners nog steeds tussen ruïnes en is er een gebrek aan zaken als sanitaire voorzieningen waardoor ziekten de kop opsteken, die de zo geplaagde bevolking nog verder in de ellende storten......

In het hieronder opgenomen artikel gaat de schrijver, T.J. Coles dieper in op deze zaak, o.a. met het noemen van het enorme aantal bommen dat de VS op Irak en Syrië heeft doen neerkomen, waarvan een aanzienlijk deel op Mosul (en later op Raqqa in Syrië), voorts stelt hij nogmaals dat de VS de hoofdverantwoordelijke is voor het ontstaan van IS, de terreurgroep aan wie de VS zelf meermaals wapens en ander militair tuig heeft geleverd.... Life Among the Rubble: Mosul 18 Months after “Liberation”

Recent news of drought has brought Mosul, Iraq, to the attention of Western media; for the drought has led to the discovery of ancient ruins of archaeological significance. But let’s not forget the other news: the UN report on returnees. The refugees are returning to the carnage wrought upon the city by the US and its allies under the pretext of “liberating” it from Daesh: carnage that transformed much of the city to modern ruins.

ANCIENT RUINS DISCOVERED

Mosul is a city in Iraqi Kurdistan with a population of 1.3 million; 60% of whom are Sunni Arabs, around 25% of whom are Kurds. Ongoing drought has brought Mosul to the attention of Western media, as receding water levels at Kemune reservoir reveals the ruin of a 3,400 year-old palace. Researchers from the University of Tübingen and the Kurdistan Archaeology Organization reckon that the palace was part of the Mittani Empire (circa 1450-1350 BCE). According to onearchaeological history, “[Mittani’s] end as independent realm can be dated to the time of Hittite king Šuppiluliuma I in the middle of the 14th century BC.”

Echoes of the conquests and rivalry of the ancient past haunt both recent history and the present. The so-called Mosul Question was a territorial dispute in the early-20th century between the British and Ottoman empires, with both parties wanting a share of the region’s oil. In the latter-part of the 20th century, Iraq’s one-time US-British-backed dictator Saddam Hussein launched the Anfal genocide against Kurds who have historic and ongoing links to the region. A couple of years ago, the US-approved leaders of the central Iraqi government and the regional Kurdish authorities squabbled over control of Mosul, anticipating that Daesh would be defeated.

But the discovery of ancient Mittani ruins coincides with darker news. A recent report by the UN International Organization for Migration documents the effects of the US-led coalition bombardment of the city. It begins: “Entire neighborhoods have not yet been rebuilt, basic services are insufficient in some areas, and poor sanitation is contributing to serious public health problems and the spread of diseases. Furthermore,” the report continues, “reports of harassment and violence against civilians by state as well as non-state actors are undermining efforts to build trust in state institutions and authorities.” Western-led humanitarian intervention is the price that Iraqis pay for being an oil-rich, militarily vulnerable nation.

MAKING ENEMIES

Daesh (a.k.a., Islamic State) was largely the by-product of US-British savagery in Iraq. Having left the nation politically and infrastructurally decimated by decades of unprecedented sanctions, military occupation, and divide-and-conquer strategizing, the more extreme Islamic elements in Iraq—backed by foreign powers for their own geostrategic interests—sprouted from fertile ground. The US Army’s Strategic Studies Institute launched an unusually scathing attack on the Bush II administration’s decision to invade Iraq in 2003 and how it and the succeeding Obama administration handled the occupation. Ignoring moral questions and focusing solely on tactics, as well as blaming the US-backed politician Ahmed Chalabi, the report (worth quoting at length) says that the growth of the Islamic State Organization (ISO):

“did not occur in a vacuum … The ISO would not exist, or at this level of severity at least, had the ruling Shia elements in Iraq following the USG [US Government] occupation made the essential, painful choices required to pursue a new social compact with the nation’s Sunni population. Or, had the USG not operationalized Ahmad Chalabi’s long-dreamt of goal of imposing a punitive de-Ba’athification,”

meaning the dismantling of Iraq’s political, military, and policing infrastructure. It goes on:

“Or, had the USG not imposed the disastrous policy of dissolving the Iraqi armed forces and security forces, numbering in the hundreds of thousands; or had been prepared for a Sunni insurgency; or had developed a realistic post-occupation, longer-term stabilization policy based in a keen and learned awareness that the USG’s decapitation, occupation, and empowerment of Iraq’s Shia would profoundly destabilize an existing equilibrium in Iraq; or understood that the decapitation of the Iraqi regime would profoundly alter the terms of the broader Sunni-Shia rivalry inaugurated by the emergence of a Shia revolutionary State in 1979, and thereby further energizing proponents and antagonists who view this schism as a difference so wide as that between God and the Devil; or, finally, had the USG not first gone into Iraq the wrong way, and later repeated the error by disengaging from Iraq the wrong way.”

Even though US-British violence created Daesh, the US-British answer to defeating Daesh was more violence.

AIR AND GROUND WAR

In June 2014, Daesh took Mosul, triggering a refugee flight of half a million. According to the timeline, by September ten Arab majority states announced their participation in the US-led anti-Daesh coalition. Britain started bombing Iraq, again, on September 30th with Paveway IV and Brimstone missiles. As well as using Reaper drones in its anti-Daesh operations, the UK supplied 275 ground troops. By the end of the destruction of Mosul, the UK had 600 personnel on the ground in Iraq. Maj. Gen. Rupert Jones boasted that “the UK was the second biggest contributor from a military perspective in the campaign.” According to Forces.Net, the British Army trained 75,000 Iraqi military personnel at Camp Taji and other bases. Many of those who fought in Mosul committed war crimes, including torturing and murdering alleged Daesh members. In particular, the US-trained 16th Division executed suspects, including children.

These atrocities pale in comparison to the devastation of the aerial bombardments.

In 2016, the US-led coalition dropped 30,743 bombs on Iraq and Syria. In 2017, it dropped 39,577. In 2018, the coalition dropped over 6,800 bombs. In February 2018, Pehr Lodhammar of the UN Mine Action Service reported that the “liberation” of Mosul had left 11 million tonnes of debris, burying two-thirds of the unexploded bombs (UXB). The anti-mine, anti-UXB operations will take the UN a decade to complete; assuming that their budget isn’t reduced. It took the agency 12 months to remove 25,000 explosive remnants in Mosul alone. The BBC reported that UK Ministry of Defence bombs “malfunctioned and strayed off target” sometimes by “hundreds of metres,” adding to the civilian death toll which reached up to 10,000; 11,000, according to the same Forces.Net source noted above. Mosul resident and civilian, Abdel Rahman Ali, lost five children to the blitz. “Nobody destroyed us except the coalition,” he told the BBC.

In its written evidence to the British government, Amnesty International says: “Our field research constitutes prima facieevidence that Coalition strikes, which killed and injured civilians in Syria and Iraq, violated International Humanitarian Law (IHL).” Criticizing what it calls a “crisis in accountability,” Save the Children’s written evidence notes that $700 million-worth of damage was wrought on each of Mosul’s 54 residential districts. Save the Children concludes: “In Mosul, the UN Security Council also found that at least 4200 civilians were killed by EWIPA [explosive weapons with wide-area effects in populated areas] between October 2016 and July 2017. Research undertaken by the UN suggests that in such settings, over 90 percent of the casualties are civilians.”

IN CONCLUSION

Instead of being decapitated and immolated by Daesh, thousands of inhabitants of Mosul were blown to pieces and incinerated by US-British bombs. UN International Organization for Migration’s recent report notes that, at its peak, nearly one million residents fled the city. By now, 350,000 or so remain “internally displaced persons” (IDPs). “Many IDPs are unable to return because their houses have been destroyed, either by [Daesh] or during the battle, and renting or buying new property is prohibitively expensive.” They are some of the millions of refugees generated by the US-British imperial war machine. Mosul is a small part of a much larger tragedy: one of US global hegemony in the age of Full Spectrum Dominance.

Hele Syrische families in Raqqa uitgemoord door de VS

Ruth Sherlock, Lama Al-Arian en Kamiran Sadoun hebben een artikel geschreven over de situatie in de Syrische stad Raqqa, een jaar nadat de stad door de VS werd gebombardeerd vanwege de aanwezigheid van IS, in wat destijds de hoofdstad van hun bloedige kalifaat was......

Dagelijks is men nog bezig om de lijken onder het puin vandaan te halen, zoals de skeletten van 2 Syrische meisjes...... Het zijn dan ook vooral burgerslachtoffers die men vindt in de ruïnes en massagraven.... Tot nu toe zijn meer dan 2.600 vermoorde slachtoffers gevonden, maar dat moeten er volgens de bevolking ter plaatse, duizenden meer zijn......... Er zijn overigens veel meer burgerslachtoffers gevallen in Raqqa dan IS terroristen......

Uit het hieronder opgenomen artikel wordt ten overvloede nog eens gemeld dat terreurgroep IS, als andere terreurgroepen ('gematigde rebellen') eerder, de bevolking verbood Raqqa te verlaten, op straffe van de dood...... Ik meld dit daar de reguliere westerse media en bijvoorbeeld het Syrisch Observatorium voor Mensenrechten (SOHR, geleid door een misdadiger) keer op keer met de leugen kwamen dat het reguliere Syrische legger vluchtelingen zou hebben doodgeschoten, zoals bij de belegering van Oost-Aleppo....... Terwijl het Syrische leger en de Russen juist vluchtcorridors instelden voor de bevolking, die zoals gezegd door scherpschutters van de 'gematigde rebellen' (financieel gesteund met o.a. ons belastinggeld...) onder vuur werden genomen.......

De VN en een paar landen smeekten de VS destijds te stoppen met de bombardementen op Raqqa, maar dat was als bij de eerdere belegering van het Iraakse West-Mosul tevergeefs...... 'Vreemd overigens' dat dit feit destijds niet of amper werd gemeld door de reguliere westerse media en als het al gemeld werd, dan weggestopt bijvoorbeeld op de laatste pagina van kranten behorend tot die westerse media..... (niet 'vreemd' dus, immers men staat bij die 'onafhankelijke' media ten volle achter de terreur die de VS uitoefent, waar dan ook over de wereld en die media gebruiken daarvoor niet alleen 'fake news' (nepnieuws), maar zoals gemeld verzwijgen ook simpel 'bepaalde nieuwsfeiten......')

Lees het volgende ontluisterende artikel en zegt het ajb voort, tijd dat de wereldbevolking eindelijk achter de waarheid komt en de VS, Saoedi-Arabië, Israël en de NAVO lidstaten gaat zien voor wat ze 'waard' zijn: bloeddorstige terreurstaten!!! ‘Entire Families Wiped Out': US Airstrikes Killed Many Civilians in Syria

On a busy street corner in Raqqa, Syria, a digger pushes through the rubble of a building hit by an airstrike. Onlookers shield their mouths and noses from the dust and stench of corpses of those who perished beneath.

Just streets away, three recovery workers pull out the delicate skeletons of two children from under the debris of a partially collapsed home. And across the city, in what was once Raqqa's public park, men unearth more bodies from a mass grave.

"Raqqa did not deserve this destruction," says Yasser al-Khamis, who leads the city's emergency response team. "Of course, we understood its fate because it was the capital of ISIS, but we were hoping that the civilian death toll would be lower."

One year after the U.S.-led military campaign against ISIS ended in Raqqa, Khamis' team is still recovering the remains of the battle's casualties. This grim, daily work is revealing a civilian death toll that is dramatically higher than the assessment offered by the U.S.-led coalition against ISIS.

Yasser al-Khamis leads Raqqa's First Responders Team, a U.S.-funded group tasked with emergency work including pulling the bodies of casualties out of the rubble from the war against ISIS.

The rescue workers' findings, which they document in meticulous notes shown to NPR, point to an offensive that killed many more civilians than it did ISIS members, and where the majority of those civilians likely died in American airstrikes.

The U.S.-led coalition against ISIS has so far verified 104 unintended civilian casualties caused by its attacks in Raqqa and is investigating more cases, coalition spokesman Army Col. Sean Ryan tells NPR.

"With new information being submitted to the CivCas [civilian casualties] team by a multitude of sources every month, the numbers will presumably go up," Ryan adds.

The workers in Raqqa, however, estimate the real tally is much higher — likely in the "thousands."

Since January, the rescue team has uncovered more than 2,600 bodies. Through their identification process, they say they have found that most of the bodies were civilians killed in coalition airstrikes during the battle for Raqqa between June and October 2017.

Formally called the First Responders Team, the group receives funding from the U.S. government, but the assistance is limited. Its approximately 37 members work long hours for little pay — some are volunteers — and say their efforts are slowed by a lack of heavy machinery needed to access the bodies.

With many more corpses still under rubble, the rescue workers estimate it will take another year to clean the city of the dead.

Faster strikes and artillery barrages

Raqqa served as the capital of ISIS' self-proclaimed caliphate for almost four years after the militant group seized the city in 2014.

The U.S.-led coalition's offensive on Raqqa came after several years of fighting the extremist group in Iraq and other parts of Syria.

While campaigning for president, Donald Trump vowed to "bomb the s*** out of" ISIS.

In the months following his January 2017 swearing-in, conflict analysts reported increases in both the numbers of U.S. airstrikes and of civilians reported killed in the attacks.

President Trump reportedly handed decision-making power for major bombardments to the military, enabling airstrikes to be more easily called in by commanders on the ground during a battle.

In May 2017, Defense Secretary James Mattis told CBS News the U.S. was accelerating and intensifying the campaign against ISIS, and added, "We have already shifted from attrition tactics ... to annihilation tactics."

In Raqqa, the consequences of the "annihilation tactics" are still keenly felt.

According to Airwars, an independent research group monitoring the anti-ISIS conflicts in Iraq and Syria, the U.S. was responsible for about 95 percent of the airstrikes and all of the artillery barrages in Raqqa. The U.K. and France also participated in the offensive.

Data given to Airwars by the U.S. military's central command show the coalition launched at least 21,000 munitions — airstrikes and artillery — in the city in little over four months.

"Entire families have been wiped out"

By the end of the campaign, Raqqa was a wasteland of smashed concrete; its residential tower blocks were flattened and schools and hospitals toppled. A United Nations study found that over 80 percent of the city — originally home to some 220,000 people — is damaged or destroyed.

Many residents say they lost loved ones in the strikes.

Mohanned Tadfi, 41, recently buried his mother, his brother, his sister-in-law and seven nieces and nephews. "Ten people," he says. "A plane came and hit the house and the building of five floors fell on their heads."

Tadfi says his brother Latuf had found it too hard and dangerous for his family to leave. "ISIS was executing anyone from his neighborhood who tried to escape. And in any case, our mother is diabetic and can't walk well, and it was too difficult [to] carry her because the bridges out of the city had been bombed."

The family stayed in their basement apartment as the war intensified around them. The Syrian Democratic Forces, a U.S.-backed militia, was closing in on the neighborhood and the family thought the fighters would soon capture the area from ISIS.

On Sept. 5, 2017, just after a muezzin in a nearby mosque called the end of noon prayers, an airstrike hit the building where Tadfi's family was. Another brother, Raed Tadfi, went to deliver insulin for their mother. He found Latuf dead on the steps and the building collapsed behind him.

Days later, SDF fighters seized control of the neighborhood. Tadfi says he and his brother asked the militia for access to the house. "Please, there are children under the rubble. My brother's children, young kids. Maybe even just one of them is still alive!" he recalls asking them.

But they were told the area was too dangerous for civilians. It wasn't until three months later that Tadfi was finally able to recover his loved ones. He hired a flatbed truck and took them away to graves he says he dug with his own hands.

The Tadfis' story is one of the cases being looked at by Donatella Rovera, a senior crisis response adviser for Amnesty International who has spent much of the last year in Raqqa. She compiles witness testimonies and analyzes war damage to buildings as part of an ongoing investigation to determine how many civilians were really killed in the coalition attacks.

The building in Raqqa of the former home of Latuf Tadfi and his family, which relatives say was hit by a U.S.-led coalition airstrike.

"This is one case of many that I have been investigating where entire families have been wiped out in places where they thought they would be safe," she says, standing beside the wreckage of the Tadfis home.

Determining casualties

In a statement responding to NPR, Col. Ryan, the spokesman of the Combined Joint Task Force, said the coalition conducted "thorough assessments" to ensure it didn't accidentally kill civilians. "The majority of strikes were executed as planned, but to say this was perfect execution from all sides is meaningless and we understand mistakes were made."

He said the coalition was "fighting a ruthless enemy that was systematically killing innocent civilians and unfortunately some were unintentionally killed trying to liberate them, something we tried to avoid."

Rovera doesn't dispute that ISIS tried to prevent civilians from leaving. But, she says,the military knew that before the battle and did not adjust their attack plan accordingly.

Her investigation so far suggests that "many hundreds" of civilians were killed in the Raqqa offensive, which she says prioritized speed, even in densely populated neighborhoods.

Testimony Rovera gathered from embedded journalists and SDF militia sources suggests that strikes sometimes came "within minutes" of a local commander choosing a target.

"If they had had observation for an adequate period of time, they would have realized that there were civilians in those buildings," she says. "Yes, the war probably would have taken more time. But more lives would have been saved."

The rescue unit says it determined most of the more than 2,600 recovered bodies were civilians in a few different ways. ISIS combatants often dressed a specific way and carried an ID card, the workers say. Other characteristics, such as victims' age and gender and testimony from families, also help in the team's documentation.

Rescuers say they recognize airstrike scenes from the scale of the destruction.

Airwars puts the civilian death toll in the Raqqa offensive at 1,400, but it believes the number could be higher. It gathers data largely remotely, through communication with sources and information from social media, and has not been able to verify every reported case.

"We expected a significantly higher portion of civilian harm reports to be determined as credible, since in Raqqa really the only player causing the destruction was the coalition," says Chris Woods, the director of Airwars.

He explains that the coalition has assessed and accepted only a fraction of the casualty reports from Raqqa than it did from the major campaign to drive ISIS from Mosul, Iraq, from October 2016 to July 2017.

"That suggests a political dimension to the decision-making process," he says. "We can't think of another explanation for that discrepancy."

Rovera, the Amnesty International adviser, says it is imperative that coalition forces send ground investigators into Raqqa. "Having dropped the bombs from the sky they should now be sending their investigators on the ground now to establish the facts of what was the impact of those strikes on the civilian population," she says.

Col. Ryan from the coalition said the existing coalition forces in Syria are not a trained investigative force and taking them away "from their mission is not advisable as the fight against this ruthless enemy continues."

For now, Raqqa's people are left to count their dead largely alone, while the U.S. and other powers strike elsewhere in Syria.
