Coronavirus: Trump's blunders ten aanzien van het virus zijn opgelopen tot een totaal van 356

Ontving een mail die terug is te leiden naar het team van Elizabeth Warren (Democratische Partij). Heb normaal gesproken weinig zin om berichten van een politicus te plaatsen, zeker als e.e.a. kritiek is op Trump, de zittende president, echter in dit geval maak ik een uitzondering vanwege de inhoud.

Trump heeft intussen al zoveel over het Coronavirus gezegd en 'getwitterd', dat het zaak is deze meer dan achterlijke uitlatingen van deze psychopathische massamoordenaar niet te vergeten, zeker nu meer dan duidelijk is dat hij de Coronacrisis tot één van de onderwerpen van zijn herverkiezingscampagne gebruikt...... De megalomane rotzak heeft bedacht om de arme burgers in de VS $ 1,200.-- te geven en heeft de cheque die deze mensen ontvangen laten voorzien van zijn handtekening..... En dan durft men in de VS nog steeds naar Rusland te wijzen als land dat de verkiezingen in de VS manipuleert..... (terwijl het juist de VS is dat al meer dan 100 jaar verkiezingen elders beïnvloed voor haar belangen in zo'n buitenland.....)

Aanvankelijk bagatelliseerde Trump de toestand rond het Coronavirus, het zou een griepje zijn waar de VS amper last van zou ondervinden, hij stelde zelfs dat rond half maart de ellende van het Coronavirus al voorbij zou zijn...... Toen de zaak toch 'iets anders' in elkaar bleek te zitten, gaf hij de schuld voor de virus uitbraak aan China, waarbij hij dit land ronduit demoniseerde en hij daarmee haat zaaide tegen VS burgers met Oost-Aziatische wortels..... Nu durft hij het imbeciele deel van zijn achterban wijs te maken dat wanneer zijn muur tussen de VS en Mexico al was gebouwd, het virus de VS niet binnen zou zijn gekomen..... Totaal belachelijk natuurlijk en ook daarmee zaait hij haat, maar nu tegen VS burgers die wortels hebben in Latijns-Amerika.......

Een paar dagen geleden nog liet Trump weten dat de VS binnenkort weer open kan, ofwel: 'het moet afgelopen zijn met de sluiting van zaken en industrieën', terwijl het aantal (ook dodelijke) slachtoffers in de VS blijft stijgen......

Voorts heeft Trump meermaals een tirade gehouden tegen het stemmen per post, belangrijk voor staten waar hij niet populair is en hij met zijn handelen mensen de keus geeft het virus op te lopen door te stemmen, of thuis te blijven en niet te gaan stemmen.....

In het hieronder opgenomen schrijven worden een aantal punten opgevoerd, die laten zien hoe bijzonder slecht Trump is in het handelen t.a.v. de Coronacrisis

Trump wil absolute macht vanwege de Coronacrisis, anders gezegd: Trump misbruikt de Coronacrisis om zich macht toe te eigenen die een president alleen tijdens een wereldoorlog heeft..... Het congres is voor het grootste deel 'in handen' van de Democraten en als zijn wil tot absolute macht werkelijkheid zou worden , zal het congres buiten werking worden gesteld.....

Dagelijks 'trakteert' Trump het volk op een briefing over de stand van zaken rond de Coronacrisis en ook deze briefings misbruikt hij voor zijn verkiezingscampagne...... Hoe bedoelt u, manipulatie van de verkiezingen??

During another week in which Americans across the country struggled for their lives and livelihoods, Donald Trump frittered away valuable time by obsessing over his image and the pandemic’s effect on his reelection prospects. When the country is most in need of a unifier-in-chief, Trump continues to sow discord and mine conflict whenever and wherever he deems it to be in his favor.

The Trump White House and its Republican allies seem determined to undermine subject matter experts at every turn, creating an intellectual vacuum that Trump attempts to fill with his political agenda rather than data and facts. The stories we’ve collected this week illustrate all this and create a stark picture of a president who is incapable of reining in his own temperament in order to do what’s best for this country and its people.

• One of Trump’s newest attempts to distract from his poor leadership during the novel coronavirus epidemic is to threaten, in his words, to exercise his “constitutional authority to adjourn both chambers of Congress” in order to push through judicial and executive branch appointments without Congressional approval. In addition to being a flagrant attempt to pack vital positions with Trumpist allies during a nationwide health emergency, this newest announcement is a fundamental challenge to the separation of powers – and is supported neither by the Constitution nor by legal precedent.
• This is far from the first time during this public health crisis that Trump has taken advantage of the nation’s turmoil to further special interests that he considers either important to his allies or to his campaign. Back in March, Trump tried to argue at a rally that the border wall with Mexico could have prevented the coronavirus, a claim for which there is no scientific evidence. This week, Trump took steps to weaken a rule forcing coal-fueled power plants to curtail their mercury emissions. The rule is a vital environmental protection that energy companies have been complaining about for years – and Trump is using this moment to make good on a pledge to these energy companies when he assumes few others are looking. Additionally, Trump has rejected an increase in air quality regulation standards, despite the mounting evidence that high levels of air pollution puts people at a higher risk for coronavirus.
• Even though each one of Trump’s daily coronavirus briefings is a publicity stunt, the briefing that took place on Monday was a particularly clear example of why networks are considering limiting or cutting their airing of these spectacles. Trump used this two-and-a-half-hour press conference as a venue to list grievances against critics and to tout his own propaganda, including airing a bizarre anti-media campaign video.
• Trump’s spat with state leaders continued unabated this week, with disagreements ranging from how to address election security to the amount of testing needed before beginning to even consider reopening the economy. Governors nationwide, including Republicans, have begun vocally supporting expanding vote-by-mail initiatives and support structures in advance of the general election, a safety measure that Trump continues to denigrate. Then, after two regional groups of governors announced that they were starting to create plans for eventually easing coronavirus-related restrictions, Trump claimed that his “authority is total” with regard to deciding when, how, and if the restrictions should be eased. A number of his usual Republican allies (including Sen. Marco Rubio and Rep. Liz Cheney) sharply criticized him for that comment. Later, Trump walked back his position, saying that governors would “call [their] own shots” on plans to reopen.
• Relatedly, Trump’s growing insistence that he will be “reopening the country” on May 1 has resulted in the White House strategizing to find ways to shift blame from the president if and when greater numbers of people die because social distancing initiatives are lifted too soon. The strategy, according to reports, includes attempting to enlist prominent business leaders and other authorities in support of reopening, so any responsibility for negative consequences is widely shared.
• One focus of Trump’s complaints this month has been the World Health Organization, and this week he made good on last week’s threat to revoke W.H.O.’s funding. Although he praised W.H.O. in February, the organization of health experts has become one of Trump’s favorite scapegoats as he has sought to diffuse blame for his bad leadership during the epidemic.
• Although the GOP is still united behind trying to retain power through Trump’s reelection in November, fractures are starting to show between party members over coronavirus responses. Republican governors and members of Congress are beginning to outwardly disagree with Trump’s calls to reopen the country at the start of next month, with even Trump’s staunchest ally, Speaker Mitch McConnell, flatly contradicting Trump’s recent statement about his being able to adjourn Congress.
• Trump’s normally reliable allies in the business community have begun to push back against his recent actions, particularly his moves towards prematurely opening the economy. On a call designed to curry favor with and establish his alliance with business leaders, Trump received significant skepticism and pushback for his overly aggressive timeline, making it seem unlikely that they will back him should he go forward with removing federal social distancing guidelines by May 1.
• In an especially self-serving move that wasted valuable time in getting relief to millions, Trump made a deal with Treasury Secretary Steven Mnuchin to have his name printed on the coronavirus stimulus checks being sent to Americans, despite the fact that the president can’t be an official signer on Treasury Department checks. The Internal Revenue Service team in charge of dispensing the checks has had to race to print Trump’s name on the memo line, so Trump can use relief allocated by Congress as a campaign tool.
• To conclude this week’s list, we’re going to leave you with the fact that since the first confirmed case of COVID-19 in the United States on January 20 through April 3, Trump has made 356 false claims related to the coronavirus. And in the two weeks since that date, which was also the date of this series’ first post, that number has only continued to grow. The limited actions Trump has actually taken to address the coronavirus crisis have been too few, too late; a new report suggests that had the U.S. acted to increase testing capacity nationwide two weeks earlier than he did, COVID-19 deaths could have been reduced tenfold.
  

Sen. Lindsey Graham recently told Trump that this November, “your opponent is no longer Joe Biden – it’s this virus.” However, pandemics are not political opponents and they don’t respond to bullying, lying, or misdirection. Trump can’t beat the coronavirus into submission, and while he tries to do so, he’s forcing millions of Americans to suffer far greater harm.

Brascheck TV komt met een verontrustende video waarin aandacht voor het feit dat ziekenhuispersoneel een bron van Coronavirus verspreiding is.

Verpleegkundigen werken veilig binnen de ziekenhuismuren, maar behoeven zich niet te ontsmetten voor ze naar huis gaan en ze in aanloop daarvan nog even boodschappen gaan doen....

Het gaat hier om een zaak die men in de VS heeft geconstateerd, maar ik vraag me af hoe het in Nederland gaat en gezien al het geblunder van VVD oplichters Rutte en Bruins, CDA plorken de Jonge en Grapperhaus, plus het zwaar wanpresterende RIVM, vrees ik het ergste.....*

Dan nog het volgende: hoorde gistermorgen dat 8 op de 10 Nederlanders het disfunctionerende beleid steunen van voornoemde figuren en organisatie.....* ha! ha! ha! ha!

Onder het schrijven van Brasscheck nog een bedelschrijven van de Democraten, daar Trump weigert om iedereen in de VS de kans te geven om te stemmen, let wel: waar men recht op heeft als VS burger zonder strafblad..... Het gaat hier om stemmen bij volmacht dan wel stemmen via het internet. Trump gaf na een gesprek met Democraten geld voor een betere kans om te stemmen, maar veel te weinig....... 

Na het overleg met Democraten stelde het beest Trump in het openbaar dat wat hij had besproken met deze Democraten te zot voor woorden was, immers als iedereen die in de VS het recht heeft om te stemmen en dat zou kunnen doen, er geen Republikein zou worden gekozen......

I have suggested that hospitals themselves are a major if not the major source of the spread of CoVid-19 infections. (See previous pages on this subject.)

If that’s true, what would be the mechanism?

I asked a logical question and got a frightening answer:

What about post-shift hygiene by hospital workers before they hit the streets, stores, and go home.

There is none.

Don’t take my word for it.

... AND they're trying to keep people from voting! (of course)

I had to add an important addendum to the list I emailed earlier of ways the Right is trying to exploit this crisis to push their agenda and for their own political benefit.

As Aaron Black at the Washington Post pointed out today, Republicans are also enjoying that this crisis could cause problems for ballot access this year, and they're trying to thwart efforts to make it possible for people to vote! Trump himself was clear that the motive is the same as the one that's always behind the Right's voter suppression efforts:

In an interview on “Fox & Friends,” Trump referenced proposals from Democrats in the coronavirus stimulus negotiations that would have vastly increased funding for absentee and vote-by-mail options. The final package included $400 million for the effort, which was far less than what Democrats had sought.

“The things they had in there were crazy,” Trump said. “They had things — levels of voting that, if you ever agreed to it, you’d never have a Republican elected in this country again.”

We’re watching the Right Wing very closely – as we always do, with PFAW’s Right Wing Watch – and the trends we’re seeing from the Trump administration and its Republican allies amidst this global health crisis are beyond disturbing.

Conspiracy theories and dangerous disinformation from the Right have exploded, which, unfortunately, is not unexpected. But what’s arguably just as dangerous – especially over the long term – is the naked opportunism we’re seeing from right-wing officials, from Trump all the way on down.

• Republican state officials are trying to use the pandemic as an excuse to shut down access to abortion…
  
• Secretary of Education Betsy DeVos is exploiting the crisis to push education privatization schemes in the form of more school vouchers that would take money from public schools…
  
• Trump has announced a freeze on the enforcement of all federal environmental regulations and protections, including rolling back the fuel emissions standards that have been the centerpiece of the U.S. effort to combat climate change …
  

And the list continues to grow…

If they are able to get away with these infringements on the rights and interests of the public, does anyone really think they’ll reinstate the protections they’re now trying to deny without a fight?

We need to fight back to stop the erosion of our liberties during this crisis and continue our push to hold Trump Republicans accountable by defeating them up and down the ballot.

Waar blijven de westerse regeringen die eerder Venezuela beschuldigden van het uithongeren van het volk, terwijl dit overduidelijk niet zo was en werd bewezen dat de VS de dader was voor het feit dat er voedseltekorten waren in het land, terwijl de VN en het Rode Kruis de VS beschuldigden van het politiek maken van humanitaire hulp......

De VS begaat de zoveelste ernstige misdaad tegen de menselijkheid: deze grootste terreurentiteit op onze aarde gaat het uitdelen van voedsel in Venezuela tegen door bedrijven en organisaties die meewerken aan het programma genaamd CLAP dat daarvoor in het leven werd geroepen, te bedreigen en dwars te zitten...... Op een uiterst smerige grond stelt de VS dat dit programma alleen bestaat om kiezers te winnen voor de partij van Maduro, t.w. Partido Socialista Unido de Venezuela (PSUV), ofwel de Verenigde Socialistische Partij van Venezuela...... De zaak zoals die zich ontwikkelde: de VS beschuldigde Maduro eerder van het uithongeren van zijn volk, een hele dikke leugen waarbij ook nog eens bleek dat de VS verantwoordelijk was en is voor voedsel- en medicijntekorten in Venezuela, waar de VS nu zelfs de humanitaire hulp voor het Venezolaanse volk wil dwarsbomen, op de valse grond dat Maduro zich schuldig zou maken aan cliëntelisme...... 

Kortom wat de regering Maduro ook doet, de VS hekelt deze regering, nu weer voor het volk van voedsel voorzien, blijkbaar vindt de VS het belangrijker dat Venezolanen overlijden van de honger.....

Deze zaak is zo overduidelijk dat ik me nogmaals afvraag waarom andere westerse regeringen dan die van de VS, niet aan de bel trekken en de VS terechtwijzen voor deze schunnige vorm van terreuruitoefening, een vorm van oorlogsvoering die al aan 40.000 mensen in Venezuela het leven heeft gekost, een grove misdaad van de VS tegen de menselijkheid en een afschuwelijke oorlogsmisdaad..... 

Met de de laatste aanscherping door de VS van de sancties en maatregelen tegen het CLAP programma (tegen het Venezolaanse volk), zullen er nog veel meer mensen sterven........ 

Voorts moet niet worden vergeten dat de reguliere westerse massamedia continu de leugens van de VS en haar hielenlikkers herhalen..... Ook deze media weten hoe de vork werkelijk in de steel steekt en ook weet men daar dat de VS deze eeuw al meer dan 2,5 miljoen moorden op haar naam heeft staan.......

Alsof het niet genoeg is dat de VS meehelpt aan de genocide die de Saoedische terreurcoalitie uitvoert in Jemen.......

Starvation as a Weapon: US Targets Venezuela CLAP Program

(GPA) – The new US sanctions on Venezuela meant to target the CLAP food program proves there is nothing “humanitarian” about Washington’s concerns.

Last week the United States Department of Treasury placed new sanctions on multiple individuals and businesses connected to the Bolivarian government’s Local Committees for Supply and Production program (in Spanish Los Comités Locales de Abastecimiento y Producción). 

The program, better known as CLAP, began in early 2016 as a response to the US sanctions already in place at the time. The CLAP program was meant as a way for the revolutionary government, with the help of local organizations, such as the communes, to do home deliveries of staple food items. At the time of its inception, CLAP was made to guarantee that no matter whatever intensity of economic war on Venezuela the state would work with anyone willing citizens to ensure the delivery of the CLAP food boxes. 

However, CLAP has also been a target of imperialist propaganda and economic attack since its inception as well. Beyond just the sanctions and restrictions on almost all foodstuffs going into Venezuela, CLAP, in particular, has been targeted by the US media for years on the grounds that the government providing a service to the poor is basically “buying votes.”

While this logic that “giveaways” are equivalent to bribery makes sense to imperialist politicians whose only belief is austerity along with crushing the political imagination and aspirations of their neoliberal subjects, these lies haven’t really worked on Venezuelans. Instead, the CLAP program has actually been expanded to get CLAP boxes to millions of families. CLAP also underwent more recent reforms earlier this year when changes were made to improve the distribution system and internal accounting. 

The 2019 reforms also increased the number of Popular Markets “where items such as vegetables, tubers, roots, fruit and animal protein will be distributed” with the intent attending to “each of the parishes in the most populous sectors.” This was helped by the creation of Municipal Markets, which meant establishing localized production of all the staple food items for the CLAP program, a step that could further decentralize CLAP.

Yet, this possible revolutionary decentralization may never have time to come to fruition as, once again, more sanctions have been put on Venezuela. This time the sanctions targeted 13 companies and 10 individuals for alleged corruption in state contracts connected to CLAP.

Among the individuals sanctioned are Venezuelan President Nicolas Maduro’s step-sons Walter, Yosser, and Yoswal. The main focus of Treasury’s ire, however, is Colombian national Alex Nain Saab Moran who Treasury Secretary Steve Mnuchin claimed “engaged with Maduro insiders to run a wide-scale corruption network they callously used to exploit Venezuela’s starving population.  Treasury is targeting those behind Maduro’s sophisticated corruption schemes, as well as the global network of shell companies that profit from the former regime’s military-controlled food distribution program.” Mnuchin also trotted out the media line referred to earlier that Maduro and the “regime insiders” use “food as a form of social control, to reward political supporters and punish opponents,” with the relationship between Saab and Maduro going back to 2009.

Treasury accuses Saab of both overcharging for state contracts to import and distribute food for CLAP as well as using “some of his profits from corrupt food contracts to pay bribes to government officials for the importation of food.” 

While it seems odd for the US to care so much about CLAP boxes and local food distribution, also embedded deeper in the press release were some things that may be more important material concerns to Washington. While the CLAP accusations may sound bad, Treasury also mentioned that Saab is suspected of helping set up the necessary infrastructure and agreements to send Venezuelan gold to Turkey.

Despite the US sanctions on Venezuela, as well as moves like that of the Bank of England refusing to return billions in Venezuelan gold, NATO-ally Turkey and their President Recep Erdogan have remained loyal supporters of the Bolivarian revolution and have taken on the job of processing any new goldfrom Venezuela. According to the press release “Saab, in turn, worked with members of the Venezuelan government including El Aissami, the current Minister of Industries and National Production and former Executive Vice President, to create a structure for the Government of Venezuela to sell gold to Turkey.”

The US is also currently in a spat with Turkey over the recent importation of Russian S-400 missile defense systems, with Washington putting sanctions on multiple individuals and businesses in that country as well. While Washington may be pretending to care about CLAP, this fight between Washington on one side and Caracas and Ankara on the other likely heavily factored into the latest sanction targets.

Regardless of motivations, there is an obvious downside to this: CLAP is in the crosshairs at a time of radical reform. No matter what the US hopes to get out of the latest sanctions, regular Venezuelans who do rely on CLAP and the distribution network behind it will suffer. This is a continuation of ongoing US-Venezuela policy, which is to say it is yet another attempt to starve the average Venezuelan into submission to the US.

In exchange for betraying the Bolivarian revolution, the people of Venezuela will have the boot of US sanctions lifted only to have the boot of finance capital and economic pirates take its place.

The latest assault on CLAP may have multiple motivations behind it but Washington’s intention remains the same, the Bolivarians must be crushed.

WikiLeaks heeft een overheidsdocument van de VS gepubliceerd, waaruit blijkt dat de economische oorlogsvoering van de VS tegen haar onwelgevallige landen wordt uitgevoerd met gebruikmaking van het IMF, de Wereldbank en de Organisatie voor Economische Samenwerking en Ontwikkeling (OESO, in het hieronder opgenomen artikel de Engelse afkorting: OECD).

Kortom de VS gebruikt voornoemde organisaties als wapen tegen landen waar men een verandering van regime in het belang van de VS acht, zoals bij de economische oorlogsvoering van de VS tegen het soevereine land Venezuela......

Economische oorlogsvoering middels eerst nog redelijk bedekte druk op bedrijven niet langer zo'n land te bevoorraden met hun producten, zoals VS supermarkten en farmaceuten uit de VS in (voorbeeld) Venezuela.... Door die in feite boycot ontstaat er ontevredenheid onder het volk, waar men hoopt dat deze tot een opstand leidt, waarna het afzetten van een regering (of president) een stuk makkelijker wordt..... Als de opstand groot genoeg is en de reguliere westerse media volkomen onterecht moord en brand schreeuwen, worden er officiële sancties ingesteld, waar maar al te vaak andere westerse landen aan meewerken, zoals in het geval van Venezuela: Canada en de EU.......

Als zelfs een coup in dat geval niet lukt gaat de VS maar al te vaak over tot het opzetten en regisseren van een coup, desnoods middels een militaire inval..... (in Colombia, het buurland van Venezuela, staan zelfs NAVO troepen klaar om in te grijpen, bovendien stuurt de VS 5.000 militairen naar buurlanden van Venezuela....)

Het bewuste document werd eerder in 2008 gepubliceerd door WikiLeaks. Het is dan ook duidelijk waarom de VS de opstand in Oekraïne organiseerde (door Hillary Clinton en de CIA) die in 2013 tot de afzetting van de democratisch gekozen president Janoekovytsj leidde, waarna de zwaar corrupte neonazi Porosjenko werd geïnstalleerd, de gewenste kandidaat van de VS.....

Het voorgaande daar de VS er niet kwam middels een economische oorlogsvoering, immers Rusland steunde Oekraïne en Janoekovytsj weigerde zijn land in het EU (en daarmee VS/NAVO) pak te laten naaien......

Eén en ander werpt ook meer licht op de draai die de Griekse premier Tsipras maakte en hij zijn land in feite overgaf aan de terreurtrojka bestaande uit het IMF, de ECB en de Europese Commissie........ (gegarandeerd dat de VS hem tevens dreigde met een coup, immers Rusland kwam in beeld als hulp voor de Griekse bevolking)

(MPN) — In a leaked military manual on “unconventional warfare” recently highlighted by WikiLeaks, the U.S. Army states that major global financial institutions — such as the World Bank, International Monetary Fund (IMF), and the Organization for Economic Cooperation and Development (OECD) — are used as unconventional, financial “weapons in times of conflict up to and including large-scale general war,” as well as in leveraging “the policies and cooperation of state governments.”

The document, officially titled “Field Manual (FM) 3-05.130, Army Special Operations Forces Unconventional Warfare” and originally written in September 2008, was recently highlighted by WikiLeaks on Twitter in light of recent events in Venezuela as well as the years-long, U.S.-led economic siege of that country through sanctions and other means of economic warfare. Though the document has generated new interest in recent days, it had originally been released by WikiLeaks in December 2008 and has been described as the military’s “regime change handbook.”

WikiLeaks’ recent tweets on the subject drew attention to a single section of the 248-page-long document, titled “Financial Instrument of U.S. National Power and Unconventional Warfare.” This section in particular notes that the U.S. government applies “unilateral and indirect financial power through persuasive influence to international and domestic financial institutions regarding availability and terms of loans, grants, or other financial assistance to foreign state and nonstate actors,” and specifically names the World Bank, IMF and The Organisation for Economic Co-operation and Development (OECD), as well as the Bank for International Settlements (BIS), as “U.S. diplomatic-financial venues to accomplish” such goals.

The manual also touts the “state manipulation of tax and interest rates” along with other “legal and bureaucratic measures” to “open, modify or close financial flows” and further states that the U.S. Treasury’s Office of Foreign Assets Control (OFAC) – which oversees U.S. sanctions on other nations, like Venezuela — “has a long history of conducting economic warfare valuable to any ARSOF [Army Special Operations Forces] UW [Unconventional Warfare] campaign.”

This section of the manual goes on to note that these financial weapons can be used by the U.S. military to create “financial incentives or disincentives to persuade adversaries, allies and surrogates to modify their behavior at the theater strategic, operational, and tactical levels” and that such unconventional warfare campaigns are highly coordinated with the State Department and the Intelligence Community in determining “which elements of the human terrain in UWOA [Unconventional Warfare Operations Area] are most susceptible to financial engagement.”

The role of these “independent” international financial institutions as extensions of U.S. imperial power is elaborated elsewhere in the manual and several of these institutions are described in detail in an appendix to the manual titled “The Financial Instrument of National Power.” Notably, the World Bank and the IMF are listed as both Financial Instruments and Diplomatic Instruments of U.S. National Power as well as integral parts of what the manual calls the “current global governance system.”

Furthermore, the manual states that the U.S. military “understand[s] that properly integrated manipulation of economic power can and should be a component of UW,” meaning that these weapons are a regular feature of unconventional warfare campaigns waged by the United States.

Another point of interest is that these financial weapons are largely governed by the National Security Council (NSC), which is currently headed by John Bolton. The document notes that the NSC “has primary responsibility for the integration of the economic and military instruments of national power abroad.”

“Independent” but controlled

Though the unconventional warfare manual is notable for stating so openly that “independent” financial institutions like the World Bank and the IMF are essentially extensions of U.S. government power, analysts have noted for decades that these institutions have consistently pushed U.S. geopolitical goals abroad.

Indeed, the myth of World Bank and IMF “independence” is quickly eroded by merely looking at the structure and funding of each institution. In the case of the World Bank, the institution is located in Washington and the organization’s president has always been a U.S. citizen chosen directly by the president of the United States. In the World Bank’s entire history, the institution’s Board of Governors has never rejected Washington’s pick.

This past Monday, it was reported that President Donald Trump nominated former Bear Stearns economist David Malpass to lead the World Bank. Malpass had famously failed to foresee the destruction of his former employer during the 2008 financial crisis and is likely to limit World Bank loans to China and to countries allied or allying with China, given his well-established reputation as a China hawk.

In addition to choosing its president, the U.S. is also the bank’s largest shareholder, making it the only member nation to have veto rights. Indeed, as the leaked unconventional warfare manual notes, “As major decisions require an 85% supermajority, the United States can block any major changes” to World Bank policy or the services it offers. Furthermore, the U.S. Treasury Secretary, former Goldman Sachs banker and “foreclosure king,” Steve Mnuchin, functions as the World Bank’s governor.

Though the IMF is different from the World Bank in several respects, such as its stated mission and focus, it too is largely dominated by U.S. government influence and funding. For instance, the IMF is also based in Washington and the U.S. is the company’s largest shareholder — the largest by far, owning 17.46 percent of the institution – and also pays the largest quota for the institution’s maintenance, paying $164 billion in IMF financial commitments annually. Though the U.S. does not choose the IMF’s top executive, it uses its privileged position as the institution’s largest funder to control IMF policy by threatening to withhold its IMF funding if the institution does not abide by Washington’s demands.

As a consequence of the lopsided influence of the U.S. on these institutions’ behavior, these organizations have used their loans and grants to “trap” nations in debt and have imposed “structural adjustment” programs on these debt-saddled governments that result in the mass privatization of state assets, deregulation, and austerity that routinely benefit foreign corporations over local economies. Frequently, these very institutions – by pressuring countries to deregulate their financial sector and through corrupt dealings with state actors – bring about the very economic problems that they then swoop in to “fix.”

Guaidó hits up IMF

Given the close relationship between the U.S. government and these international financial institutions, it should come as little surprise that – in Venezuela – the U.S.-backed “interim president” Juan Guaidó – has already requested IMF funds, and thus IMF-controlled debt, to fund his parallel government.

This is highly significant because it shows that top among Guaidó’s objectives, in addition to privatizing Venezuela’s massive oil reserves, is to again shackle the country to the U.S.-controlled debt machine.

As the Grayzone Project recently noted:

“Venezuela’s previous elected socialist president, Hugo Chávez, broke ties with the IMF and World Bank, which he noted were “dominated by US imperialism.” Instead Venezuela and other left-wing governments in Latin America worked together to co-found the Bank of the South, as a counterbalance to the IMF and World Bank.”

However, Venezuela is far from the only country in Latin America being targeted by these financial weapons masquerading as “independent” financial institutions. For instance, Ecuador – whose current president has sought to bring the country back into Washington’s good graces – has gone so far as to conduct an “audit” of its asylum of journalist and WikiLeaks publisher Julian Assange in order to win a $10 billion bailout from the IMF. Ecuador granted Assange asylum in 2012 and the U.S. has fervently sought his extradition for still sealed charges ever since.

In addition, last July, the U.S. threatened Ecuador with “punishing trade measures” if it introduced a measure at the UN to support breastfeeding over infant formula, in a move that stunned the international community but laid bare the willingness of the U.S. government to use “economic weapons” against Latin American nations.

Beyond Ecuador, other recent targets of massive IMF and World Bank “warfare” include Argentina, which awarded the largest IMF bailout loan in history just last year. That loan package was, unsurprisingly, heavily pushed by the U.S., according to a statement from Treasury Secretary Mnuchinreleased last year. Notably, the IMF was instrumental in causing the complete collapse of the Argentinian economy in 2001, sending a poor omen for last year’s approval of the record loan package.

Though it was released over a decade ago, this “U.S. coup manual” recently highlighted by WikiLeaks serves as a salient reminder that the so-called “independence” of these financial institutions is an illusion and that they are among the many “financial weapons” regularly used by the U.S. government to bend countries to its will and even overthrow U.S.-disfavored governments.
